What Support at Home changed for supplier invoices
Support at Home replaced Home Care Packages on 1 November 2025. A supplier invoice for a client is no longer just a cost to pay. Every line now has to be:
- Coded to the Support at Home service list
- Checked against the client’s budget
- Claimed from Services Australia
- Shown on the client’s monthly statement
Six things Support at Home asks of every supplier invoice
Each comes from the Department of Health, Disability and Ageing, and each is handled on the invoice before anyone approves it.
The service list
Every funded service sits on the Support at Home service list.
If missed: A wrong code is claimed under the wrong rules, and the claim bounces.
Invoice Harbour: Every line carries its Support at Home ID.

Markup is capped at 10% or $500 for assistive technology, and 15% or $1,500 for home modifications, whichever is lower.
If missed: Markup over the cap cannot be recovered.
Invoice Harbour: Markup is checked against the cap before approval.

Each participant has a quarterly budget, plus separate AT-HM funding.
If missed: The provider wears any overspend.

Providers claim from Services Australia for the services they deliver.
If missed: An invoice that never reaches the care platform is never claimed.
Invoice Harbour: One approval records it in your care platform, ready to claim.

Every participant gets a monthly statement of services, funding and contributions.
If missed: Missing or vague lines make the statement wrong.
Invoice Harbour: Each line lands with a clear description, its ID and its amount.

Participants can pay suppliers themselves and be reimbursed. The provider’s overhead is capped at 10%.
If missed: A wrong reimbursement leaves someone out of pocket.
Invoice Harbour: Coded, 10% applied, and a reimbursement raised net of the co-contribution.

Processing the supplier invoices a provider receives for its Support at Home clients: reading every line, coding it to the service list, checking it against the client’s budget, paying the supplier and recording the spend in the care platform so it can be claimed from Services Australia.
